BACKGROUND

Science policy started because 1945 did not really mark the end of the second world war but its transformation into a cold war. The atomic bomb was only one more proof that scientists can achieve impressive results when governments provide the means. During the cold war, governments decided to keep their scientists at hand, first for large projects of national prestige and national security. Later also to develop more welfare and health.
