Early assumptions were that the ease of accessing ICTs to express an opinion (at least for the digitally included) represented a gain for democracy. Social exclusion, digi-divides, digi-space without authoritative publicly accountable institutions to sustain democratic values and practice suggest that early assumptions were over optimistic and naive. How can ICTs contribute to sustaining practices that are open and democratically accountable and that can be trusted?
